Capital Accelerate & Scale Tech Superstars (CASTS) is a part-funded European Regional Development Fund (ERDF) project, managed by Capital Enterprise (non contracting authority) alongside delivery partners City University, University College London and Greater London Enterprise. The CASTS programme will expand the provision of London's high quality accelerator programmes in order to generate more innovative tech and tech focused fast growth companies.

The objectives of the project are:

- Increase the number of high quality accelerator programmes for tech companies.

- Provide 660 potential companies with both the expertise and support in raising further private investment and create 450 jobs.

- Invest in new sectors including AI, ICT or Ed Tech where demand is high.

- Provide a platform for SME’s to share and learn best practise, as well as seek out new opportunities and expand their network.

Capital Enterprise is seeking to put in place a single framework that will govern the programme that supports Tech start-ups. It is intended that the session will serve as an introduction to Capital Enterprise and the Capital Accelerate & Scale Tech Superstars programme (CASTS), followed by a Questions & Answers sessions. Capital Enterprise will be hosting the session.

With regards to clarification #6 on the mytenders portal, please see the further elaboration to the response.

Question (received 24/03/2017 11:59): Hi - can you advise on how we should account for high value items, such as rent over pro-longed periods, that do not obviously fit the expert-based costing model? Am thinking of cash transactions rather than in-kind as already noted. Thanks.
Response (posted 27/03/2017 14:50): The total cost including space should be included in the "price for single accelerator" as per the pricing model. We expect space to be a minority cost, with the majority going directly to delivering support to SMEs.

Capital Enterprise further elaboration: Capital Enterprise do expect space cost to be included within the “price for single accelerator” section of the pricing model. Should bidders present a strong business case as to why the space cost is higher than usual e.g. a longer programme period, then that will be deemed acceptable. Please note, however, that the fund is to be utilised to fund a programme of support delivery and not the entirety of overheads associated.

The date for clarification interviews has now been moved to the 3rd May 2017. It is possible that not all Bidders will be required to attend an interview as these are intended for clarification purposes only (i.e. they will not be evaluated), however it is still advisable that all Bidders keep this date available. Further clarification around interviews can be found within the tender document.
